Does the PLEX software have the ability to tune to a specific frequency? For example, if it doesn’t pickup an OTA channel during a scan can I go to the guide or somewhere and type in the RF frequency and it tune directly to the virtual channel? My TV can do this but I’m going to use a Clearstream wireless TV tuner with the PLEX software for recording. Thank you in advance for any responses.

assuming the clearstream works the same or similarly to hdhomerun, the tuner will scan the channels and make them available to plex/other apps.
plex itself does not scan/tune, it simply requests a station stream from whatever list of channels the tuner says is available.
you may, or may not, be able to do what you request directly from the clearstream app or other tuner utility.
