Can’t restore iOS purchase activation on new phone

I purchased the activation for 4.99 on my previous iPhone but upgrading and reinstalling plex, when I hit restore purchase it says in app purchasing now allowed. How do I then re activate it?

Sounds like a restriction on your iOS device or an Apple account restriction.
