Cannot access my plex server trough IP

So as you can see I am in plex web via ip address and it still doesn’t let me add libraries, how this happened? It started when I changed my password shortly after I got a new pc, after changing the password it said that I had no access to the media servers I was running and then I tried deleting the libraries and they disappeared completely, after I reinstalled plex media server I got the my media tab back but it just says get plex media server and won’t let me add libraries even tho I’m connected via ip. I tried logging into a new plex account and it still won’t let me add libraries so the problem is most likely with the server but can’t figure out how to fix it, can someone help me please?

also I deleted the required info from the registery, do I have to delete the info from my old pc registery too, will it do If I reinstal windows on that pc?
