First i am using Windows Plex Media Server version 9.11.1 on a dedicate server (internet ip) not local.
Until Yesterday the Plex for PS4 was working perfect today with the new patch it is saying No media servers found.
1. The server is signed, Check the attach picture
2.3. It shouldn't be a problem as it is running on dedicate server and on web, android, apple tv and ios is running perfect. Also i have some friends that i share and they are using the server fine.
I have tried through Plex to sign out sign in, same problem No media servers found.
I tried to sign out sign in from PSN still same problem

Regardless, I'm not sure what could be happening. The PS platforms are super simple in their connection approach.
Restarting the Plex Media Server publishes its local IP to plex.tv. This is why the server must be signed in.
Next the PS3/4 requests the local IP from plex.tv
The PS3/4 uses the local IP to connect to your server.
Since you've signed out on the PS3/4 already we've cleared any stored server information. So, on the next sign in we get fresh information from plex.tv.
The chances for failure are:
Server is not signed in (You can fix this in the UI)
Server tried to publish its local IP but failed (Logs would indicate this)
Server is signed in but hasn't published a fresh address (A restart fixes this)

We did improve (i know it's an ironic usage of the word in this context) our server connection approach with 2.3.10. While we did test it thoroughly you may be patient zero for something we missed.
So we can try to recreate your issue please help me fill in the blanks:
Your account, personally, has how many servers? (I think 1)
Of those servers how many are local/remote? (I think 0/1)
Has anyone shared their libraries with your account?

I noticed the same problem. This new version (2.3.10) does not see media servers that are not on my local network. So, the media server that I run (once in a while) at home is available, but the one that's in a data centre cannot be found by the ps3 app.
Unfortunately I cannot not test if it would work with the plex account I created for testing purposes (sharing libraries), it does not have plex pass privileges.
To answer the questions you asked miniop to answer: my main account has 2 servers (no-one has shared libraries with me), one local and one remote. The remote server is not available. The local server is available and within a typical private network.
My setup is slightly different. This light help you finding the commonality.
I have 1 local server, typical 192.168.1.0/24 range.
I can see it from PS3, iOS, Web and Mac.
A member of the Plex Home shares a library, hosted in datacenter in the 195.154.0.0/16 range.
I can not see it from the PS3 (while I could yesterday and when I started the PS3 client today, it was listed for few seconds). I can still see and access it from iOS, Web and Mac.
My server is a dedicated machine with a public ip address running plexmediaserver version 0.9.11.7.
Since i've installed it and signed the server to plex i had that message:
"You have successfully signed your server in to Plex, but we were unable to reach it from outside your network."
but had no issues using the ps4 app to play movies.
But now it disappeared.
I figured out that, when i set the port to 32401 manually(because I read something on your help sites, saying you have to use different ports on local and remote networks, and "netstat" showed port 32400 and 32401 as open), it says "server is mapped to port 32401" showing a green checkmark.
Afterwards the server reappeared in the ps4 app, but when I try to start a movie it starts buffering and runs into a timeout after a few seconds telling me that there was a problem.
So it seems like the ps4 app needs port 32401, because when i map it to 32400 the green checkmark also appears, but then the app doesn't show my server again.
Fun Fact:
My colleague has also his own plexmediaserver standing in the same datacenter and shared it with me. That server works like a charm with the ps4 app.
EDIT: no issues with the app for windows phone and iOS
Alright found the issue. It's only going to affect people who have their Plex Media Server running on machines where are directly connected to the Internet. Y'all did well explaining your setup which helped us narrow down the causes very early.
Typical home media servers have >= 2 IPs. There's the public IP, then a private IP for each network interface. These dedicated servers running in the cloud only have a single IP, which by coincidence winds up being misconstrued.

Mh, mysterious. My server has two IP Addresses, one public IP and a second IP in a private VLAN (192.168.x.x/24). My media files are lying on a NAS which provides them via NFS.

Were you able to stream Media when you changed the port to 32401 or did the server just reappear in the App with streaming issues?
We pushed a fix this afternoon around 1PM PST which resolves the issue connecting to dedicated PMS servers. In my tests I'm connected and playing just fine.
I haven't been able to recreate other circumstances where a media server "disappears" when it shouldn't. If you run into this please open a new thread so we can help you out.
