I run PMS on windows 10, a few days ago i began facing issues with plex, network unavailable, can’t access to my libraries.
I figured out that came from claim issue.
I ve uninstalled PMS, even deleted my server
I ve deleted anything plex media inc registry keys and AppDate/local/plex files
and when i open plex i have that setup web page running for ever.
I’ve tried some claim tips found here
but nothing helped
local plex has an authorized acess error
please help, i have a plex pass and i can’t create a new account

That is a hint that the DNS resolver in your router might be responsible.

If your router or your ISP offer you an “advanced filtering” option of some type, it might be blocking sites which are necessary for proper functioning of Plex.
Thanks for your advice, but my ISP box doesn’t seem to block anything.
After i was able to perform server configuration while using vpn, all was fine, till yesterday and the same issue appeared

This is an indication that someone between your server and plex.tv is decrypting the SSL-encrypted data packets, and then encrypts it again with their own certificate.
Plex will not accept these packets, because there is no guarantee that they are unaltered.
See if your ISP (or your router) provides some sort of “enhanced security” feature.
Switch it off or put in an exception rule for the domain plex.tv
Anti virus software and corporate firewalls often do the same.
again i manage to regain access while using vpn.
I don’t understand since my server is on that comptuter, and i right click on open plex, (127.0.0.1:32400 address) i had you don’t have the rights to access
