Downloads stuck in queue (all devices)

No matter what device I attempt to download content from (iPhone, iPad) the download gets stuck in a queued state and never starts transferring. Any ideas?

I have the same issue! When i want to download a transcoded (quality not original but low) video, it just stucks in waiting (Android Pixel phone). When we finally get some answer from Plex staff!?
