Cant find any files when I go to browse library. none of my drives are there.
Not much to go on in your description. Are you saying that during or after setting up your libraries you cannot see your content? The library should be pointed at a folder and thus no ability to see drives. Can you flesh out some details?
When I go into plex, hit the + sign on libraries the add library pops up, hit movies, then next, then the browse for media pop up, hit that and it goes to add folder, but there is like root - public - smartware ect. I cant seem to get into my drives - folders - and files. when I hit the root or any other option given it goes no where.
@ChuckPa knows permissions better than I do, but make sure your plex account has rw permissions throughout your path.
May I have more information please?

Is the server on Windows or another platform. If so, which?
The server is on a widows computer, which I added a WDex2 Ultra cloud
