I too am facing issues with an empty library. I have a Synology NAS drive and Plex used to work fine on it and I was able to play all of my movies. However, I’m now unable to see any of my movies when I create libraries in Plex. I have tried un-installing and re-installing Plex Media Server on my Synology NAS drive, I’ve tried deleting the databases, I’ve checked the folder permissions on the NAS for the “plex” user and it has full read / write access, so I’m very confused how to get my libraries back. Anyone got any suggestions?
I am guessing you just have issues with permissions in that on DSM7 I believe the permisson needs to be given to plexmediaserver

Which DSM ? 6 or 7 ?
If DSM 6, grant permission for username ‘Plex’.
If DSM 7, grant permission for username ‘PlexMediaServer’.
Don’t forget the “Apply to this folder, sub-folders, and files” checkbox
