Can't scan channels for Bathurst, NSW Australia

RE: Plex “stalls” during scan channels
I should be able to get these channels – https://www.yourtv.com.au/guide/orange-dubbo/

Steps to reproduce:
I have installed hauppauge WinTV-dualHD on a windows 10 PC and installed their WinTV8.5 product to install all the device drivers. All the channels work using WinTV8.5

On the same PC I have installed Plex server 1.14.0.5470.

  1. I have run “Set up Plex DVR”
  2. Plex finds my Hauppauge card.
  3. I select scan channels for Australia (my specific region is not available)
  4. I wait a long time.
  5. Plex says it has found 144 channels and is at 99%.
    It stays on 99% for a long time

These lines are repeated over and over in the console (for over 20 minutes)
