I can scan Movies and TV Series with no issues. It is only the Music library that will not scan.

I had this problem a little bit ago when I noticed almost all my mood and style stations were gone and tried to scan. I restarted my server and no longer have the internet connection error, but after refreshing all metadata now I have no mood or style stations whatsoever.
Thanks for the reply. I could not do a scan from the Windows App nor the Web App but it did let me do start a scan from the Shield TV itself so not sure what was going on. After I started the scan from the Shield TV it then would let me do a scan from all other apps on other devices again. Not sure what caused the strange behavior as I did not reboot the Shield TV which runs the server.
Looks like all my “Mood” and “Style” options still are working.
Same behavior here on Plex Web. I can scan all libraries except the music library. The music library has 11,410 files and about 90GB of stuff, for what that’s worth. I was able to scan from the Roku client.
I am still having this issue and now when I scan from the Shield TV it does not give an error but it also does not update the Music Library. 
So I moved my PMS data to a “Removeable” 16GB, USB drive and I was then able to do a scan of the music library. But it only let me do the scan one time and now I am back getting the error message about needing an internet connect to scan it. On the ShieldTV itself it will let me start a scan but it does not find any new music that I put in the music directory.
So I am still lost at to why this is no longer working…

I’ve got the same issue.
Try and clear App Cache on the Shield TV. That seems to have fixed my issue for the moment.
That won’t delete the server’s data?
No, you are only clearing Cache, not data.
Well it is back doing it again so clearing the cache only fixed it for a short while. Not sure what is going on with the music library. Anyone that works at Plex care to chime in???
Well last night there was an update to the PMS and today there was an update to Plex player on my Windows 10 and it is now letting me scan the music library so perhaps this was a bug that has been squashed? Will report back if it starts acting up again but for those with the issue you may want to try updating the PMS and App.
I have this problem when there is a server update available, I find that when I updated the server I am able to scan my music library again.
Yeah, that does seem to be the case. As long as I keep the server updated on the Shield TV it seems to let me scan the music library just fine. Not sure why it only effects the Music library though. But as of today it seems to be working just fine. Will need to keep a close eye on when server updates are released.
It is weird it is only music, it took me a minute to nail it down that it was tied to updates.
Color me surprised. Figured I was the only one that is just having this problem. EVEN more surprised, issue opened in Sept. 2020, and NOT A SINGLE response from anyone from Plex.
Anyway, I have the same issue, just the music library, all up to date ( Version 1.21.3.4046), it seems to be picking up newly added stuff, so the library works, just seems if you need to make a change (Plex got very confused about the band Mogwai) so I had to try the plex dance with their albums. Well, I can’t trigger a scan to do so. Not sure how long it has been like this, though.
Oh, I love the new return to the last thing opened on plex firecube app. Nice seeing that “unavailable” all the time since that movie has been moved. Yeah, screw that home page, that was actually useful and logical to default opening.
Yeah, happened to me again yesterday… I checked for a server update but non was available. I stopped and then restarted the PMS on my Shield TV and it then let me scan the music library. On the Shield TV before I restarted PMS it would let me start a scan with no error message like I would get on my PC or my phone about needing Internet connection, but it did not actually do a scan like it said it was as my new music was never added. After restarting PMS it then did a proper scan and added my new music. Was hoping that PlexAmp and group casting would eventually replace my aging Sonos system but so far I am not having much luck with either my music database on my PMS or with PlexAmp and group casting.
Restarting PMS solved it for me (for now).
Just as well because the last 2 PMS updates have that stupid sorting order (Movies alpha-numerically, then TV-Shows alpha-numerically). Pinning them in my order works in Plex player and Plex web but does nothing for my old Popcorn Hour’s Plex media player app (which hasn’t been updated in years and never will be).
Oh, I am so far past reporting problems with plex. There isn’t enough time in the day to keep up with it. Glad that worked for you though.
Same error message for me. PMS v1.23.4.4805, Plex Web v4.57.4, running on Win10 Pro build 19043 (in case any Plex devs look at this).
Added new music and my library didn’t update. Manually run a library scan and get the error, “An internet connection is required to scan library files.” This is only while attempting to scan the music libraries. Movie and TV libraries scan with no errors. I restarted the PMS and it resolved my issue.
We check for internet connectivity through dialogue with backend Plex servers - a recent bug has got fixed where the connection indicator was not being set correctly after a temporary network outage - see release note for Plex Media Server **1.24.2.4973 **
