Can't start a fresh new server after uninstalling Plex Server

i’ve uninstalled my current Plex Server installation a dozen times already now. Also cleared out its Registry Key and the %localappdata% folder. But everytime i launch the newly installed Plex Server instance, all i get are a bunch of errors. Are there anything else i have to do aside from removing the Registry Key and the %LocalAppData% folder for Plex Server? see below screenshots, i’ve tried extracting a Log from the Web App but it didn’t work either:

Do you have any antivirus or firewalls running? There is a lot of this in the log

it worked before even with my antivirus enabled (360 Total Security), my firewall is permanently turned off.

Are you running this in a Windows VM?

no, its on a Laptop running Windows Server 2016

Are you familiar with running Windows Server? Sounds like you may be running into access issues.

Is that the Windows firewall? If so, don’t so that. Turn it on and open up the appropriate ports.

Pretty much. i also have a WiFi Billing Software installed on Windows Server with which i had to configure DHCP Server and RAS to work. i’m pretty sure it posed no issues because as i’ve said, it worked before i uninstalled Plex’s first installation.

Something on your network or Windows is blocking Plex Media Server from communicating properly back to itself using 127.0.0.1:32400. I can’t tell what it is, but there is something wrong.

Since you are running Windows Server, what Windows account are you using? I’m wondering if you previously had PMS installed under a different user so you haven’t removed all of the old setup information yet.

is there any way i can change the default 32400 port? i’m only using 1 single account on this server and its the Administrator account i’ve setup prior to installing the OS.

No. Internal port 32400 is hard coded.

I’m not familiar enough with Windows Server to know if there are differenced from regular Windows. Can you export the PMS registry and PM that to me?

If you only use the admin account, why are you running Server?

Edit - I don’t know if whatever is blocking access to PMS is limited to 32400. It could be blocking all access to PMS.
