I am pretty sure that Plex has abandoned all the users on this one as they just don’t seem to be interested in resolving it considering the length of time that has passed since it was first reported.
I wonder how many users had bought the Plex Pass for this feature and feel very let down by Plex?
The tuning error message is generic error and could arise for different underlying causes
For the vbox the only open issue that is to be looked into by the Plex Media Server team is the one relating to use of their xmltv url and having channel identifiers with spaces and extended characters - this is leading to tuning errors
not sure if version 1.24.5.5173 has a fix for the issue i posted about, yet, but i’m still having the same issue on it. Im also as of this post updating to version 1.25.0.5282. Looking through the logs i see the same issue you pointed out
I have the logs for the a recent failure on version 1.24.5.5173 if this version was supposed to have the fix and you want them, otherwise i’ll see if 1.25.0.5282 works. Can you confirm if version 1.25.0.5282 has a fix in it?
Just like to voice my appetition on the continued effort to resolve issues in this thread and continued responses, as a programmer myself I know squashing bugs is difficult, and takes time and multiple tries sometimes! As a newer plex user i see an unfair amount of hate on the forums about plex’s efforts when I have had the opposite experience.
Ok, so Plex Media Server v1.25.0.5282 also still has the issue. From looking at the logs i can see in one log the tuner shutting down and closing process of the tuner then the tuner service is restarted 22seconds later and it cant bind the port. Is it possible its restarting before all process are fully closed and the port is released(as in it hits timeout for waiting for them to close and restarts without all of them closed)?
I’m also having an issue with a TV tuner and this error message, there seems to be a varying amount of causes on here however.

Plex client is being used on a wide variety of devices: iOS, tvOS, Windows, FireTV, webOS.
The issue is the same on all devices, after a period of time the tuner will stop tuning and the client will report the above message (attached). Restarting the Plex container resolves the issue. I haven’t found a way to replicate the issue specifically but I have captured the logs shortly after a failure (attached). I’ve had this card for almost a year now and it has always been an issue however its too annoying not to look into now.
I have attached my server logs, I am looking for help on a way to resolve this.
My experience is:
PC → Ubuntu 18.04 LTS → Plex server app (lifetime license paid) + DVR & Live TV from VBox XTi-3442 (DVB-T) → Plex working, DVR & Live TV didn’t work properly. Plex can flawlessly find the dvb-t box, but it runs only 1st program 1 time, I played, then no more programs until I deleted the DVR & Live TV from Plex.

I do not have other possibilities to try. I do not have possibility to run vlc instead of plex.
I have the same issue. Have the latest version of linuxserver/plex docker container and an HDHomeRun Flex 4K tuner. Can run the Windows HDHomeRun app and it works 100% of the time. I can add it to Plex via the WebUI and it works. After about a day it stops working. Then I get could not tune channel. Restarting Plex does not solve it for me. I also am not able to go into settings and remove it from the web app either. I have to launch the Windows Plex App and remove it from there. Once re-added it works again for about another day.
I am using HDHomerun Quad tuner with Nvidia Shield and Plex Live TV/DVR. Everything worked fine for about 5 days after setting things up then today I get the Playback Error message “Could not tune channel. Please check your tuner or antenna.”
Checked to make sure the HDHomerun was working which it was. Tried what I could to troubleshoot and finally had to delete the DVR and re-install to get things working again so I count tune channels and start recordings again.
Is this a known bug? I recently upgraded to lifetime plex for Live TV/DVR functionality and if this does not work I have no use for the premium service from Plex and would just prefer to use the app from HDHomerun but now would be looking at paying for their guide service. Who can I contact about this?
I have had this issue happening for over a year. I had hoped when I upgraded to a Mac Mini M1 with Mac OS 12, doing a clean install would have worked. The issue has continued. The HDHomeRun COnnet Dual is recognized as well as the channels. The menu guide appears correctly, but once a program is selected to view, the “Could not tune channel.” error appears without fail. This issue does not happen on the native HD Homerun app.
I have 2 Silicondust hd homerun cablecard (3 tuners) devices
at two locations, one under spectrum in the lower hudson valley in NY and
The other around Syracuse ( a different Spectrum zone)
Plex DVR handles all channels perfectly at one location but at the second location has problems with 2 channels (MSNBC and CNN)
They both show up in my lineup at both locations, are not encrypted but Plex returns a s1003 network error or a cannot tune channel error at one location and not the other
Latest server, using device with a tuning adapter .
Not a biggie as I can toggle to the other device to watch those 2 channels but just wish to know why
I was having the same issue today. I rebooted my VBox Tv (Seems to have hung), then I used an XMTLV guide from https://www.xmltv.net/
Works in Plex now.
Plex didn’t like the XMLTV guide built in to the VBox device, nor did it like Plex’s native server.
We have one issue on Vbox that is still to be resolved and it relates to use of the xmltv feature on the vbox and channels that have spaces / extended characters in the channel identifier strings
If you are not using the xmltv feature on the vbox, please run with debug logging enabled on the server and attach the server logs covering the time of a failure and indicating what channel was being tuned and what time
I see that the Plex Tuner Service process crashed at 20:12:53

The process did not shutdown as expected after the crash resulting in failure to setup tcp port 32600 when it got relaunched by Plex Media Server after the crash
This led to all tune requests after 20:12:53 to fail
A server restart as the one done at 19:01 should tidy up failed hung processes
The issue is with the development team to investigate
Meanwhile - it looks like that when the Plex Tuner Service crashes, the DVR would only be usable if Plex Media Server is restarted
