I am having the same issue Plex 1.20.3.3483 running on QNAP NAS. I have deleted the DVR multiple times with no success. Tuner is HDHomerun Connect Quatro, which is functioning correctly outside of Plex.
I have the Hauppauge dualHD tuner so i tried the fix that Opilion suggested on Oct 15.
I went into services on my Windows 10 server and down to the Plex Update service. Double click to open the selection box and on the General tab, using the drop down on Start up Type, selected ādisabledā.
Rebooted the server, opened Plex, went to settings, Manage, then Live TV & DVR, and started the process, it took a couple of seconds and then the channels scanned. Working ever since with no issues.
I have same issue with PMS 1.20.3.+ on QNAP. Attempt live TV playback via mobile (Android) or web (Chrome) - it will paint first frame then not start playback.

I have looked at the new logs and it appears still the same issue
I see your guide being refreshed every 4 hours - do you have some script that instigates this ? The default is every 24 hours
I also see channel mapping request coming in at the same time - how is this being triggered ?
It is possible that the parellel actions - refresh and channel mapping are interfering with each other leading to the error
The device does not tune the required channel
The requests to refresh the guide every 4 hours are coming from IP Address 192.168.86.31
Also the channelmapping request is coming from the same IP and at the same time
I suspect you are running some third party product that may be interfering
Could you check what runs on 192.168.0.31
so 192.168.86.31 is a second plex server I had stood up using DizqueTV - I shut that box down when I started having issues. The only node that is currently on the primary node - It sounds like for some reason the box that is down is somehow overwriting the node that is on. Is there any way I can remove that box from the guide request?
Not sure who you are aiming this question for, but a Plex Media Server does not refresh the EPG or change the DVR channel mapping for another server / obviously this is all to do with some third party product that you are using.
Same exact issue and Iām glad I found this thread. I have been going crazy all day. It is my first time really using this part of my Plex Pass, and Iām getting the exact same errors. I can find channels, just canāt tune to them.
Is there an ETA on release of the fix or should I just roll back to a previous build?
Weāve been waiting since late august for a fix, Iāve rolled back to 1.19.5.3112 to get live TV to work.
I am running Windows 10 with a Hauppauge dual tuner and I have the same issues. I can scan channels, but live TV fails to tune channels. I tried the update service trick with no luck. I also down graded to 1.19.5.3112 and this didnāt work either . It worked with the previous scan issues, but no dice after this newer problem. I am on version 1.20.4.3517 and hoping for a fix. Any ETA on a fix for this issue?
What is the procedure to roll back - is there a repo somewhere with all the versions?
For Windows, look in C:\Users\ (username) \AppData\Local\Plex Media Server\Updates. You should find all the previous versions,. You have to manually uninstall the current version and then install 1.19.5.3112. It should keep your set up, at least it did for me.
Just installed 1.20.4.3517, issue is still there. Cannot tune live TV channels.
The error that is the title of this forum thread can arise due to many different reasons - would need logs from everyone getting it to see what the issues are
At the moment the only issue being progressed is that for Hauppauge tuners seen in logs from @Axolotl2 - for anyone else would need logs and time of failure and if it happens on all channels

Version 1.20.5.3551 has improved performance of my live TV. It is functional at this time.
I am running QNAP TS-653D, HDHOMERUN Extend.
It seems one of the recent updates seems to have fixed my issue. Wish I had more specifics to share.
So far so good, Iāve installed 1.20.5.3562 and the DVR and live tv functions seem to be acting mostly normal again. In the past it took a few hours to fail, so time will tell. IF it makes it through the week Iāll call it fixed. No idea which version did it.
Edit: After two days, itās back to the same issues, missiing recordings and not playing live tv. Iām going back to the 1.19 version. Illl attach logs, check right at the end for a live TV that wont start up.(File removed)
Installing 1.20.5.3562 worked like a charm. Donāt know why Plex didnāt automatically want to upgrade to this new version. All my channels are now coming in. Thank you!
Iāve been using the Hauppauge quadHD USB device with Ubuntu 20.04 with Plex running in the official Docker container. Iām using the mediatree kernel with the latest drivers and firmware. Iāve been running with the 1.20 versions. Mostly recording works. Live TV has more problems but I donāt use it much because every TV has coax and I want to keep my tuners open for recordings. There was a version a few back that seemed to fail more often with the tuner error. Most of the time it fails because of high disk I/O at the same when the recording is to start. Iāve addressed most of that. Still happens during the nightly Plex processes. Thatās not a Plex problem though, I should have a machine with more compute and RAM.
There is an oddity where the settings for DVR say the tuner canāt be found but everything continues to work.
The Plex Tuner Service process seems to have hung. Unfortunately with verbose logging enabled - the Plex Media Server logs do not go back far enough
Please run with just debug logging on the server - ensuring verbose logging disabled and restart the server and get the logs for next failure
Please also load Windows Task Manager and see if the Plex Tuner Service process is running at the time
Also please search the windows event log for a specific error - just in case
Run Event Viewer
Open Windows Logs
Then System log
Then filter current log and type in 4227 in the filter field preset with <All Event IDs>
and see if there are such events logged and when
