When you ran the install did you right click on it (Plex-Media-Server-0.9.907.429-f80a8d6-en-US.exe) and select 'Run As Administrator'? Could you reboot and then try that

I have recently installed PMS , made my IP address static, and set up a forwarded port as suggested.

There are lots of posts and topics for this type of issue - either in the Windows Server Forum or myPlex Forum. It would be wrong to progress this in this installation errors related topic. Please see Troubleshooting Server Connections Support Page - The failure to get this to work does not stop you from using Plex Media Server within your local home environment. If you fail to resolve after going through all the information on the Troubleshooting Support Page please raise a new forum topic instead of proceeding in this thread.

Most of these problems over past few months have been due to an incomplete download file.

Can you right click on file C:\Users\Volker\Downloads\Plex-Media-Server-0.9.907.429-f80a8d6-en-US.exe

and select Properties. See if there is a Digital Signatures tab and within that tab a 'Plex Inc' Certificate.

A missing tab of certificate is indicative of an incomplete download file. Delete and switch browsers to eg IE11 and retry

Same issue here upon opening the server on windows 8.1 with an updated flash player.

Not really sure what to do as a self-half-educated home media guy.

Had a Boxee Box running my Navi-X until a couple weeks ago, and it was sketchy at that for about two months.  Now all my apps are unavailable with the exception of Netflix and Youtube which now only airs half episodes on the boxee.

Found Roku, and it seems alright on the surface but it looks a little shallow without plex. 

Subscribed to the Plex channel for free on the Roku a couple days ago, and there was no content to be accessed.

Been researching youtube on how to set-up and operate Plex.

Just downloaded the server and got the error message.

Checked into the flash player and it was updated already, so this was not the issue.

Internet connection is strong, and the download was quick and uneventful.

Will try using Roku tomorrow or the next day and see what I can figure out.

Any tips or advice would be helpful, and I will update the status of this issue.

Try the steps here first:  Resetting System and Framework Bundles

If the problem persists after doing this and restarting, please upload (using 'More Reply Options' and 'Attach File') the following log files and indication of the time when the error was returned:

...  Logs\PMS Plugin Logs\com.plexapp.system.log

I just tried to reinstall plex because agents were no longer picking up data about shows and the fix where you delete the system and framework bundles did not help.

Now plex will not run at all, when the page first opens i get a screen saying to come here and post my logs.

Could have been a timing issue to do with the automatic updates to the plugins.

It might resolve itself by a reboot and restart of Plex Media Server

If not, you could go through the Resetting of System and Framework Bundles outlined here

If problem persists, upload a fresh Plex Media Server.log and also the PMS Plugin Logs\com.plexapp.system.log

I tried the newest plex-pass version first 0.9.910 then 0.9.9.7, then started to try older versions just to see if i could get it to work.

I just installed the newest version again and here are all the logs I could find (there are no logs in the plugins folder):

Looking at the chrome console. I also get a ton of 404 errors while at the "Please wait a moment while plex starts" screen:

The failure is still the same - failing to start the system plugin process and that would then lead to no agents being present and the repeated errors you highlighted

The Windows System Error Codes list shows this to mean:

System Error Code 740: ERROR_ELEVATION_REQUIRED   The requested operation requires elevation.

Have you made any changes to the windows user account (Dan) privileges you run Plex Media Server in? Any system changes?  Elevation means it needs to Run As Administrator. I find this strange as Plex Media Server does run in non-admin account. It would only be the install that needs to run in an Admin Account. I have my PMS running in non Admin account. 

May be the permissions are wrong for the C:\Users\Dan\Appdata\Local\Plex Media Server\Plug-ins folder?

You can try system reboot followed by shutting down Plex Media Server and a new clean install by doing a complete Uninstall and deleting the area - you could rename the folder

C:\Users\Dan\Appdata\Local\Plex Media Server

rename to C:\Users\Dan\Appdata\Local\Plex Media Server.old

And also delete the registry key / tree : 

HKEY_CURRENT_USER\Software\Plex, Inc.

And then fresh install of Plex Media Server 0.9.9.10 but check again file properties for Plex-Media-Server-0.9.910.458-008ea34-en-US.exe to see there is a Digital Signatures Tab and Plex Inc showing in the detail as having a certificate

Started from scratch as suggested, uninstalled plex, removed the registry keys, and renamed the appdata folder. I re-downloaded the 0.9.910 installer and attempted to view digital certificates but the tab is not available. Instead I get a security warning as seen below:

I ran a CHKDSK as specified but this did not help, do you have a checksum for the installer that I can verify?

Some basic info on my setup just in case it helps:

Running Windows 7 Professional, Service Pack 1. 64-bit

Plex was installed on SSD, transcoder temp files stored on same SSD, metadata is stored on secondary 10K drive, actual video files are stored on NAS enclosure.

Started from scratch as suggested, uninstalled plex, removed the registry keys, and renamed the appdata folder. I re-downloaded the 0.9.910 installer and attempted to view digital certificates but the tab is not available. Instead I get a security warning as seen below:

You do not proceed beyond this point. The download file is corrupt / incomplete. You do not use it.

If there is no Digital Signatures Tab in the properties for the downloaded file then you DO NOT have a download file to use.

Delete the download file. Try different browser and repeat the download. Do not attempt to use the downloaded file and run it unless you see the Digital Signatures Tab and Plex Inc certificate. The file size should be 60.3Mb

We had Google Chrome end up with corrupt download. IE11 has been good in most cases

Look at the file size - it is under 1Mb !!!!! You do not have a download file to use

There were several posts repeated saying look for the certificate and file size

Yeah that is understandable, plex is running on a VM so i'm really not that worried about corrupting it, if I couldn't get this fixed I would have restored the VM from a backup but I would rather try to work out a solution especially if it helps build a better product. I did download it again with chrome a few times, both times the file size was correct BUT I did an MD5 hash of the files and they were different every time. I am not able to reproduce the corrupt file downloading issue with other sites (or my own sites) so I am expecting that this isn't an issue with chrome.

Re-downloading with IE did produce better (and consistent) results. I was able to run the installer but now when I try to add libraries I get fun new errors:

Looking at the response packet from the  API I get the following messages:
 
'scanner' is missing or invalid
'agent' is missing or invalid
'language' is missing or invalid
 
 
Doing the same in IE crashed the console after an error saying
"XML5619: Incorrect document syntax. Line 1, Column 1"
