4K movies are usually encoded with the HEVC video codec.
And Web browsers don’t support this codec, so Plex has no other option than transcoding it. Otherwise you wouldn’t see anything in the web client.

FYI: HEVC support in various browsers
https://caniuse.com/#feat=hevc

1 Supported only for devices with hardware support
3 Supported only on macOS High Sierra or later

Ok, then let’s call support “marginal”.

So, basically direct play for 4K video on Webclient is not possible.

Do you know if Samsung TV’s will be able to direct play 4K?

Pretty much.
Install Plex Media Player (free download below) and use that instead.

Depends on the model and whether you are willing to pre-transcode the audio tracks. Newer Samsungs don’t have any support for DTS, nor for TrueHD. If your movie has only this kind of audio available, Plex might be forced to to transcode anyway (has to do with lip-synchronicity).
But that is only what I noticed when skimming the Smart TV subforum. I am no expert for these devices. https://forums.plex.tv/tags/c/plex-players/smart-tvs/samsung-tizen

EDIT: never mind me im Stupid  i Found the github post.

Thanks for the info…
The thing is I made a commitment not to use Windows or Mac anymore ever.
And from my google search it seems a Linux media player doesn’t exist.

Never the less thanks super helpful

Never tried it, but there is a user created build of PMP for Linux:
