If your router is not defective and it has still the portforwarding active, I think it might be the firewall of your plex server computer.
Have you verified that all settings are back to the recommended state? e.g. plex server not in the DMZ, firewall active etc.
I don’t have a firewall on this computer. It’s a mac, it’s not necessary, nor active at all. They are off by default.

I get an error:
the port is 32400, not 34200.
You might also have a firewall on the router.

Yes, you are right - that was a mistype. The same is true even when I type in 32400.
This still is not working. No firewall on the computer or router, btw.

did you do the port redirection in your netgear router ?
do you have a modem on top of your router ?
Double-check the firewall on your mac, like this.

Post screenshots of your router port forward and from your mac firewall setting.
Thanks for all the help everyone. Still doesn’t work - nothing I have tried seems to change anything. I’ve pretty well given up on it at this point. Thanks anyway!
Having read through everything you’ve put here, it seems that your ISP (who appear to be TimeWarner or some related company thereof) are actually blocking ports. I’d be tempted to fire off a ticket to your tech support for your Cable service.
Your router, and system appear to be doing everything they’re meant to be - but there’s just no inward access for you.
Good luck!

I had trouble getting this set up the first time. Go to the link, pick your router, and follow the instructions.
