I’m fairly sure that what you are still getting is Plex just forcing the Apple TV into Dolby Vision mode for profile 7 and not actually Dolby Vision. Its been doing that for about a year now…
Those changes in the release notes are more likely to be regarding Dolby Vision in mkv, but Plex do like to be vague/obtuse at times.
