I am trying to download my content while on the road from my laptop but no Download icon available. I am signed into my Plex account.
I can download via the Plex App for Android.
Plex Web isn’t in the list of Download supported clients. Here’s the Support Article talking about the Download feature:

The Web app can be used to download.
However, only for content on your own, personal Plex server. And only while being signed in as the server’s manager/owner – not as a member of that server owner’s Plex Home.
