If you are using plex in a web browser on an iOS device, you are unable to download any media file to your local drive

Plex Pass required. You do not appear to have one, as “Plex Pass” does not appear next to your username.
Tip!: The Downloads feature requires an active Plex Pass subscription on the user account performing the Downloads action. Managed Users in a Plex Home of a user with a Plex Pass will also be able to use Downloads.
I also don’t think you can download media using the web browser on any device. Download only works for the official iOS iphone app.
You have to be the PMS owner to download using a web browser.
Just checked on my Android phone, I can download using Chrome.
As previously mentioned, Plex Pass required.
