I have Plex Pass and on my PC or Cell Phone I do not have the option to download movies. How can this access be activated?
Do you have a server set up? Or are you trying to download the movies which are available for free in “Movies & TV”?
The latter cannot be downloaded.
To download from your own server, you need to use either the mobile Plex apps for iOS or Android Mobile, or Plex for Desktop. But not the Plex web app.

From a Plex server shared with you?
From Plex’s own free “Movies & TV” library?
The server is on my PC where I am also running Plex Desktop. It is not a shared server. I just picked a movie to see if I could get it to work. Did not look for free ones.

This is the “Movies & Shows” library on plex.tv.
It is not the one on your own server.
You cannot download these media. They are only licensed for streaming.

You can either stream your own media files with it (and download them to your client devices.)
Or you can use the media on offer from plex.tv. But those cannot be downloaded, because that would require much higher licensing fees, which cannot possibly be covered by a low monthly fee or even a one-time payment.
For my cell phone you can not download a movie to watch offline?
If it’s not from your own library, you cannot.

One other question.
I have now movie in Library but can not see it. I followed the folder and file naming format, I think. but can not see it. I got it to work one time but working with names I can not get it back. Below is what I have. Can you tell me if that’s correct?
I also would like to know the proper way to setup movies that have multiple seasons and Episodes, if you can help with that.
That is not a movie. That is an episode of a TV show.
Which requires a completely separate folder, and a separate Plex library of the type “TV Show”.
