can I open a downloaded movie with another player? Or are they “locked” for use within plex only?

You cannot access downloaded media on the mobile apps.
With Plex for Mac/Windows/Linux it’s just about identifying the correct folder to which the files have been downloaded. However IIRC Plex names the downloaded files based on some unique identifier – not the file names.
