I love Plex, my wife love Plex, my father love Plex, my syster loves Plex… and TV… you get the ideea. With one DVR card in the plex server can we all use Live TV on our devices in the same time on different channels?

Depends on the number of tuners in the card. If you have a supported quad tuner card then yes.
What tuner card do you have and how many simultaneous streams does it support?
I don’t have one, I didn’ know that a card doesn’t support like unlimited simultaneous streams. So i think this is the most important details i need to take into account when buying one.
Eventually can you recommend me a good one that support 2-3 simultaneous streams in the EuropePAL region? USB would be better if possible since my plex server is virtualized in a ESXi server and i’m not sure i can directpass the PCIe cards directly to the vm, the usb is tested.
You also need to understand that as of right now, the only account that can use LiveTV is the admin account.
How are all those users set up?
all the users (devices) are using the same account. we use plex on ios and very rarely plex web.
