DVR records shows but clients cannot play older recorded or live TV

I have been using live TV and DVR in Plex for years. My plex server is running as a docker in UnRaid.
One week ago (August 29, 2022) I found that I could not play DVR recorded TV from my Roku devices. The problem seems to be with DVR TV episodes recorded more than a week ago. I can play shows recorded within the past few days.
This message displays when trying to play the DVR recorded episodes that error on my Roku devices (same problem on both).

Similarly, when I try to play these shows from Plex within a Chrome browser it fails with this message (even when launching the web interface from the Plex docker through Chrome on my PC).

Here’s the interesting parts… When I run Plex on my iPhone connected to wifi on my local network, I can play these same DVR show episodes with no problem. Also, in the Plex web interface where I get the error trying to play the episodes, I can choose the download option, and the file downloads to my PC where I can play it with Windows Movies and TV app with no problems (after downloading the MPEG2 codec).

If I disconnect my iPhone from wifi and try to play the DVR tv episodes using the cellular network, it errors and will not play and gives this error message.

I had my brother try with his Android both with wifi (and a VPN to my home) and over cellular. Neither would play and give this error.

Trying to watch live TV (with my tuners in Plex) will not play on any device including my iPhone on the local network. In the web interface, I get this error message.

Live TV from my Roku devices gives this error message.

I tried the above with the Plex windows app. Same problems and same messages as when using Chrome.
I can play movies and TV episodes ripped from dvd/blue ray with no problem.

I cannot think of anything that was changed on my network, server, or Plex when these problems started happening.

Any help would be appreciated.
