I have recently run into an issue with multiple tuners in Plex DVR
I have been running 2 tuners for quite some time with no issues (xteve IPTV & dvbsky dual tuner freesat) but have now removed the dvbsky and added an HDHomerun Quatro for freeview & ZGEMMA DVB-S2 with the Proxy plugin to imitate an HDHomerun) so now I have 3 tuners which all work great individually but when together selecting certain channels on the Quatro (Quest Red, Challenge CBS Reality to name a few) instead of tuning the correct tuner (Quatro) Plex tries to tune my ZGEMMA and obviously fails (No Parts Error) then wont let go of that tuner until I restart Plex.
I found 2 ways to resolve this issue, 1 is to enable the same channel on the ZGEMMA as the Quatro but that defeats the object as I bought the 4 Tuner Quatro to free up other tuners. the other is to remove the ZGEMMA tuner which again defeats what I am trying to achieve.
I have also tried changing the IP address & hostname of the ZGEMMA but still Plex tries to get a channel that is not available on that tuner instead of tuning the Quatro.
I have also tried deleting the DVR and started from Scratch by adding the ZGEMMA last but still have the same issue (I was sure that was going to fix it!)
So I presume that as these channels were originally selected on the ZGEMMA Plex is somehow holding on to that? is there a way (Already tried deleting the DVR) that I can completely clean out previous DVR history as Plex is definitely retaining some DVR information after it has been deleted as when I added my channels back it also remembered what I record!

I am having a similar issue that I cannot resolve. I have a pair of HDHomerun Dual Tuners connected to antennas pointed in opposite directions. In settings, I have enabled each tuner to have only the channels they can pick-up, but it seems that whenever I try to tune, it always picks the same tuner first (regardless if it is a ‘enabled’ channel. As a result, I get the same error if I pick a station that can only be picked up using the second tuner.
I am having a similar issue, but with Live TV and DVR on different servers under the same account. On Apple TV it sometimes grabs the guide for the other server channels. Also on Android Mobile and Android TV it only shows one Live TV server option or the other. One is running only on an antenna and the other is through a cable card. Both are connected through HDHomeRun’s. I have had this issue for a while and am up to date on servers and clients.
Found a temporary workaround for this issue. I have 2x wintv-quadhd tuners and one Hvr-2250. Unchecking the channels in tuner setup is not enough. Re-enable the channel and on the guide channel portion, click and scroll to the top of the list to were it says select channel. Do this for each channel you do not want tuned and then disable them. Might have to restart the server for it to work. It won’t tune the wrong tuner anymore as there will be no guide data mapped to the channel on that tuner.

What do you mean the guide channel portion? I have been disabling channels in the manage channel section as you have pictured in your post but that does not work.
Under manage channels. You have the tick box to select or deselect the channel. Then a column with the channel name. Then the third column is where you can select the guide data mapping. If you click on that you can scroll up to the top of the list to where it says select channel. Then untick the channel in the left column and save changes. Will need to restart server afterwards.

I already tried what you said before I posted, unfortunately Plex still tries to tune the tuner with the channel disabled, hence why I posted for help… the only way I can stop plex tuning a channel that is not enabled is to remove the tuner completely!
