What model number exactly is your TV? 3.13 would be a pretty old app version.
Our current app is not supported on non 4k/UHD sets. neither of those seem to be. https://support.plex.tv/articles/204080173-which-smart-tv-models-are-supported/
Support for those TVs would have officially ended a while ago but the Netcast one probably stopped working due to the recent depreciation of TLS 1.0 security. Plex support is ending 2020-09-30 on older smart TV devices

After years of raving about Plex to my friends as an alternative to Netflix…I think this will be a serious turning point…and not for the better!
I cannot understand why the older tvs cant just be left without your new 4K and security features. Just let the progress apply to the newer tv’s.
This is outrageous, what are we supposed to do, upgrade TVs like we upgrade phones, every 3 years? Why would they kill client for older TVs, just leave the code working in the server.
We are not leaving security protocols that have been hacked/compromised years ago active for devices we stopped supporting years ago. It has nothing to do with your local server but how the app loads.
What are they going to steal? A few old seasons of Friends?
Please just fix this royal F-up. Millions of us cannot just go out and buy new TVs.
So it will be impossible to use it even with direct connection to the local server in the local network?
There are no millions of us, I guess that Plex has statistics how many users are accessing the site with old TVs.
Just tried it, it works when I manually specify IP address of a local server, I guess I’ll have to make that IP fixed somehow.
Perform the test, I write the local address and when pressing retry it refreshes the same image again, it does not allow access with local network, I do not know if an additional configuration is required on the server
