can you please explain what you mean that the server won’t start while the browser version works?
I consider if you can access your server via the browser it’s running – so I’m not sure what isn’t (or I got your post title wrong).

I don’t want to use the browser user interface. I want to use the separate client on the Windows 10 PC - it seems to install, work a couple of times then not load from the icon. The browser client always works but is much slower and somehow has more flicker or stutters in the video playing.

are you using the Plex Media Player from the Plex homepage (https://www.plex.tv/media-server-downloads/#plex-app) or from the Windows App Store? Those are 2 different apps… from what I’ve been reading, the plex.tv download should be favorable.
Make sure you switch to full-screen / tv mode for best experience.

If PMP looks like the web version, there’s a little screen icon with a diagonal arrow in the top navigation bar allowing you to switch to that mode.
I believe Vance302 means to say that the Plex server icon in the start menu in Windows 10 does nothing at all when you click on it. This is the case on my windows 10 PC.
However, if you double click the icon in the taskbar by the clock, the web gui opens in the browser and all is fine.
Is that what you are experiencing?
As far as I know there is not a separate windows gui for the server. Is there? I thought it was just in the browser.
So, really the only problem is that the Plex server icon in the start menu does not work.

Unless in fact you are talking about Plex media player.
Brandon0413 is correct. I only seem to be able to use the tinny icon by the clock to open the browser version, and it stutters. I have re-installed the plex server 2-3 times and it won’t launch - it does not use the browser.

What exactly are you trying to do?
If you are trying to watch a show or movie or something, maybe try the Plex media player app for windows.
You say it’s stuttering…I’d need more info to know exactly what’s going on. How new of a computer is this? Are you watching something high def, 4k or standard def? Is whatever you’re trying to watch stored on the same computer? Is this the same computer as your server? What browser are you using?
