Server settings are unavailable ?

Why not ?

Either the server is down or the database is busy and/or needs to be optimized

I can launch the server from a browser, however not from the desktop. I have Plex set to start on Windows startup, but from the taskbar or from the exe. in Plex’s folder Plex will not launch.

If your Plex server appears when you open a web browser, then Plex Server is running.
That is all what is started.
The server is a background process. It does not open a big window when it starts.

If you want a Plex client to open on system bootup, put either a link to http://localhost:32400/web/ into your startup folder or install Plex Media player and let this start automatically aadditionally to plex server.

Thank you however your not understanding what am saying here, I of course do not want Plex to open to the desktop when I open/start Windows. What I am saying is that since the last update I cannot launch/open the Plex Media Server while right clicking it’s icon on the fast start menu located on the far right (see attached)

What does happen when you click on that? Nothing? Not even an error message?

Have you recently installed the ‘Windows 10 creators update’?
I assume, this again tries to convince you of using Edge as a web browser. Have you checked that the default web browser of your machine is set correctly? Try ‘refreshing’ the default web browser setting in the control panel of Windows.
