Getting Plex Error "Server settings are unavailable."

Server Version#: 1.31.1.6733

OS is windows 10.

I recently had a hard drive fail that contained my “Plex Media Server” folder. I restored from a recent backup to the same location but since restore I cannot access any plex settings.

The plex database was located on a separate drive J:\Plex Media Server\ I restored to the entire Plex Media Server folder to the same location.

I have tried the database repair, same issue, I also had several com.plexapp.plugins.library.db-2023-02-13 type dated files and I tried swapping those for the DB and blobs.DB files but it did not improve the issue.

I have tried both Plex web https://app.plex.tv/ and http://localhost:32400/ both result in the same, Plex works just fine but I can’t access any of the settings for the server.

I am unable to access Settings > Manage > Troubleshooting to collect logs as the Settings menu just returns " Server settings are unavailable. "

To be Specific in the Plex web interface, top right corner wrench icon. There are sections. I can access My account settings, Plex Web settings, Status but under my server name Settings like General, Remote Access, Agents, Library, Plugins etc. I get an error “Server settings are unavailable.”

Additionally and likely related my account as the owner of the server can see all media both inside the network and from remote locations but friends and family I have shared with cannot.

I have reinstalled the latest version, uninstalled, rebooted, reinsatlled. Edited registry entries related to ““PlexOnlineToken”=, “PlexOnlineUsername”=, “PlexOnlineMail”=,“PlexOnlineHome”=dword:00000001” as was recommended in an article I found, removing those entries allowed me to click to claim the server but of course the Claim function is within settings which are unavailable so I got the same “Server settings are unavailable.” message so I restored the REG entries I removed.

Not sure if it’s related but on startup I also get " " for 2-3 minutes before Plex loads which it does eventually.

Any guidance would be appreciated!

Turns out I’ve had this issue before, I found some directions that suggested that I

stop plex server
delete Crash Reports and Logs folder.
start plex server

And sure enough, there’s a Logs and a Crash Reports folder with a .OLD extension from the last time I had this problem.
