Handling Files that Won't Play

I have a Plex Pass and sync episodes of a TV show to my 2018 iPad. Occasionally a file, which plays fine thought Plex Media Player on a PC, freezes during playback on my iPad.

a) How can I get that file to play on my iPad?

b) Often when I delete the file on the Plex Media Server, re-download a different version, delete the problem version from the Plex Media Server, refresh my Plex library, and re-sync, the sync status immediately shows that it has downloaded to the iPad. When I try to play it again on the iPad, it freezes during playback in the same way. So I think Plex is not truly re-downloading - it has cached the problem version. How do I force the file to re-download?

In the iOS app are you going to Settings and Sync then deleting it?

so it starts playing fine then stops mid way through?
