Help with adding library... probably quite dumb

this might be really a dumb question:
i can not find the simple + sign next to the Library tab on the left. in fact, my Home display does not show the Library button at all anymore (it did before…what?)
this is how things look:

but i can not get to that display.

click MORE at the bottom. then it will be next to your servers name.

still would like to know where i can find the display that is shown in my second image without going to the settings tab
