Horrible video quality plex media server QNAP

hI, I have a Plex Media Server Version 1.15.4 running on qnap TVS 471 Version 4.3.6.0923 .

Recently the video quality got horrible. While it sometimes improves, especially when there is little movements in the video, it can turn to a level that is just unwatchable.

First i thought was the video file but after some test i realized that the problem is the video conversion, ive already change the transcoding settings to:

1-prioritize the quality of coding
2-x264 conversion to médium
3-and uncheck hardware accelariton

but it didnt help

May we see the XML of the source material ?

Hover over the item, expose the ellipsis, click “Get Info”. Next click ‘View XML’.

Of interest to us is from the top down to the end of subtitles (if they exist) else the end of the audio tracks. All the actor and genre info is not needed.

That should be more than enough bit rate to produce a good playback.
What is the Player asking for? what is its quality set as?
