The page looks OK to me - the Settings Icon has been changed from crossed tools to a simple wrench/spanner, but everything else is fine.
Make sure you are using the most current web-interface by going to https://app.plex.tv/desktop/#!/ rather than the localhost version.
Make sure that you’ve got a Plex Media Server running on your PC/Network.
If so, when you click on Settings, make sure you are in the Manage section - Libraries, not the Settings Section - Library. The Manage section is further down the left side.
An Alternative method is to go to your home page, go down to the “More >” link at the bottom of the Left side.
You should now see your server(s) and their current libraries listed under it.
Now hover the mouse over your server’s name and you should see a + appear to the right of it with a tool-tip of “Add Library”. Click on that, and you are presented with a create library dialog. You can now follow the instructions as per your link above.
I see Plex Media Server in the Task Manager window
The only place I see the word “Library” is “Manage Library Access” which doesn’t really seem to be what I want.
After selecting Settings the pane on the left contains two categories: 1] my PL#, and 2] Plex Web.
Under my PL# there are 7 choices with “Manage Library Access” the closest possible (incorrect) choice.
Under Plex Web is General and Player.
An Alternative method is to go to your home page, go down to the “ More > ” link at the bottom of the Left side. You should now see your server(s) and their current libraries listed under it.
I see “Your Media”. Selecting that shows me a window with a button that says “Get Plex Media Server”.
I’m not sure what you mean by „My PL#“.
Is this about a newly installed server? If so, make sure to finish the setup by accessing the server through the bundled version of Plex Web using a local connection. If you’re on the same device, open http://127.0.0.1:32400/web — otherwise use http://[PMS IP address]:32400/web instead. This should bring up the setup screen where you can name your server, link it to your account and optionally create a first set of libraries (you can do the last part at any time later too).
After finishing the setup, you can access / manage your server through other apps too.

Yes. And I started over again on a different laptop and am in the exact same situation.
If you’re on the same device, open http://127.0.0.1:32400/web — otherwise use http://[PMS IP address]:32400/web instead.
I used netstat to get the IP for the laptop using and that endpoint doesn’t work for me. http://my-ip:32400/web
So, if you are on the same computer as the server itself is installed (Plex icon in the bottom right notification area of the taskbar), load up a browser. Go to http://127.0.0.1:32400/web. If you have an account, log in, or skip that and keep the server unclaimed (I don’t know if up-to-date Plex servers allow not claiming it… shrug). It should immediately load up a page asking you to complete setup of the server. One of the steps in completing it will be creating libraries, and the standard steps on creating a server match up here (choose Music library).
If you do not get the setup, but instead a mostly blank page saying you have “No Pinned Sources”, then your server is setup, but you ended setup without creating a library. Click on the wrench icon in the upper right, and look on the left-hand side bar for a darker bar. This should be the SERVER-NAME you chose when setting up. Under this bar are all the options related to the server and the one you want is further below that labeled Libraries. You may have to scroll the left-panel down to see it, if your browser window isn’t tall enough.
As I mentioned already my home network is not running on 127.0.0.x
But I get the same result, trying to use that endpoint, or the one I am running, I get “Unable to connect”.

So there is no more below the General and Player options below? Then your client is not connected to any server. Your server must not be logged into the account, or is not set up yet.
127.0.0.1 is used by every computer to refer to themselves. No matter what network you are on, 127.0.0.1 IS your own computer. If you type that into a browser (the entire path should be http://127.0.0.1:32400/web (Note the : colon between the address and port number)), your browser should access the web server ran by your Plex server on that computer. If that does not bring up ANY page at all, then the Plex server service is not running.
What version of Plex did you install? Could you possibly show us where you acquired the installer for Plex?
I’m starting to have a sneaking suspicion you might not have installed the server, but a client player app… I just want a sanity check at this point so I can forget about it
Let me take a little break to say that this is the most responsive forum I have ever been on. People really going out of their way to try and help me figure this out. So thanks for that.

I stopped and started the server (this time as admin). What I see after selecting the wrench on the server

The screenshot is showing the Plex for Windows app. That’s not the Plex Media Server but a desktop client (player)
