Searching online everything says “plex doesn’t support custom sorting” but this comment, and thread says it has been implemented.
But how do I actually do it?
I can’t see a “custom” sort option in any of my libraries, in any of the various menus (library and collections)
Plex doesn’t support custom sorting of the collections themselves. i.e. James Bond Collection, Star Wars Collection. Plex does support custom sorting of items within the collection.
Use Plex Web, view the collection you want then drag the items around to create the order you want.

You can only sort non-smart collections
Here’s some more background with detailed examples of how you can handle this (also how to drag/drop a regular collection in a custom order).
As for smart collections… those can be sorted too – however only based on the sort order specified in the underlying filters (when you edit the filter you can also change the sort order to one of the sort orders available for that particular library… e.g. by title, by date added or random).
A Smart collection is just a set of rules and the contents are calculated when you view the collection. It’s not a remembered list so having a custom order is not possible.
