How does the enable manual connections work? I put in my public IP address, my port (forwarded correctly according to canyouseeme.org) but I still can’t access it using http://IP:port/

If both the client and server are signed in using your Plex account you should not need to configure a manual connection. Beyond that the general idea / your summary are correct.
As for why it’s not working… if your server is configured to require/prefer a secure connection you might need to use https://[PMS IP address]:port/web (don’t omit the /web!).
I tried that. Https, http. Actually, if I try to access my server using http, it will automatically convert it to https (both ports forwarded). But I tried both anyway and they both don’t work.
The port is different (not 32400, I made a new port properly forwarded according to canyouseeme.org) .
I just tried all combinations again:
Http://ip:port/web
Https://ip:port/web
Http://ip:port
Https://ip:port
None worked…
Anything else I can try?
