How on earth do I 'Disable Emptying of Trash'?

After 7 + google searches and reading the links below, I am embarrassingly having to post this incredibly simple question on the forum:

How to I disable emptying of trash?

I have looked in all the Plex apps and settings with no luck at all. Following the instructions for any of the links below doesn’t make any sense. Apparently I am meant to ‘Open Plex Web App’ but I don’t have this. I have these:

Can I disable "Empty trash after scan" after moving media (I screwed up)

What do you want to do? put the media server onto the QNAP or just the media files? Transferring the whole media server to another system with a completely different architecture is a major task. If you are planning to move to a Shield device eventually, it is not worth the effort to move the server to the QNAP temporarily. And yes, if the key in the registry already has the value 0, then the preference is already disabled.

It’s described in the Emptying Library Trash support article you have linked in your post…
The setting you’re looking for is in Settings > Server > Library… go there and uncheck Empty trash automatically after every scan
