Remote access to your Plex server appears to be working as it responds using the external IP address in your screenshot.
There is an issue with HTTPS where packets are being rejected as the timeout value is too low which may be the source of your problem. See Remote Access connects for about 15 seconds then disconnects - #150 by sa2000
