HTPC & web app not playing as of a couple days ago

I have a major issue on my Win11 NUC running the plex server, htpc, and windows app. It has worked well for years. Now, although the web version works fine, both the windows app and htpc version are VERY unstable. They play all video content in a stutter or just shutdown entirely. The stutter looks like a brief pause about once per second. This includes movies, recorded tv, and even LIVE tv from my HdHomeRun. This has all started just a day or two ago. I’ve rebooted the PC and I can also run the mp4 and mkv files fine in VLC,

Theory: the added CPU load which both of the desktop apps cause (as they apply additional video filters at playback), leads to overheating and thus the CPU going into thermal throttling to cool down.
Check the cooling system for dirt/fluff and verify that the fan is not stopped.
NUCs and similarly small form factor PCs are particularly prone to this issue.

As a workaround, dial down the “video quality” setting in the apps.

I don’t see any change in fan speed or cpu & gpu usage when I load the apps and start a video. The fan is running very slow, barely even audible and doesn’t change. The computer is pretty new so I don’t anticipate much dust build-up.

EDIT: I tried deinstall/reinstall both apps to see if any better. Same issue.
Any more ideas?

Downloaded and installed Plex HTPC v.1.54.0.4072-cf4808cc and it FIXED the problem!
