Downloading should be available with the mobile apps (Plex for iOS / Android) and the desktop player (Plex for Mac/Windows/Linux).
If you’re trying to download media from a friend’s server, they’ll need to grant you permission to do so.
There’s no means to download media from Plex‘ video on demand or live-streaming services.
