I cannot acces to my server through plex app (said offline), but it still works with the web gui.
Any Ideas ?

When you say “Plex app” which are you referring to?
I have WebUI connectivity, my LG, Samsung and Roku are connecting to my Plex Server, but mobile devices cannot connect. The Mobile App indicates that my Plex Server (remote to my home) and my internal Plex Server (In my Home) are both Offline.
But the Plex Server running on my Shield-TV in my Room, still up and connected.
Was there a recent upgrade that I blindly-clicked-ok-too that has broken things?
I haven’t updated my Shield-TV in a bit so it’s running an older version.
Just had my Wife try using her I-Pad and is able to see/connect to my remote-Plex.
This possibly is only a Samsung/Android issue…Maybe.
Just to be clear:
Windows 10 - Connects to Remote Plex Server, Internal Plex Server & Shield-TV Plex Server
TV’s (various manufactures) - Connects to ALL Plex Server Instances
I-Pad - Connects to ALL Plex Server Instances
Samsung S9+ (Kid Phone no simcard) and Samsung S20 (my phone) can’t connect to anything but the Shield-TV Plex Server.
So I should login to Plex Web App on my PC, and remove any attached Hubs on my Account?
<fyi. My kids use my account and then have Managed UserID’s for each kid>
By removing them, I disassociated Older/Inactive PlexServerID’s from my Acct.
And then by re-adding Plex Servers, I create new associations with updated PlexServerID’s?
Makes sense…Though I am confused why simply having one-or-more Plex Servers down/off for any # of reasons would cause a ID to be changed, but you are wiser then I. 
I will give this a try and update my progress.
Just wanted to say “Thanks” for your continued involvement @Trumpy81.
I resolved my issue by removing the single “Down/Offline” Hub from my acct.
Even though this particular Hub was only used by my Children in the House, it prevented most Mobile users from using Plex at ALL.
Once I removed the offline-Hub, everyones connectivity returned to normal.
