The general pain with those WD MyCloud Homes is that they only run an ancient version of Plex Media Server (should be on version 1.18.6 while the latest release is 1.25.1… that’s almost 2 years of fixes and developments).
When you established the manual port forward in your router… can you see your router on that port from outside your home network? You should be able to verify this using a service like canyouseeme.org.
This information should help to pin down what’s causing your issue…
if you cannot see the router on this port from outside your home network, this implies the issue is between “the internet” / your ISP and your router – could be a problem with the port forward, your ISP blocking certain ports or your ISP’s network setup
if you can see the port on your router from outside your home network but Plex fails to establish remote connections, this implies the issue is between your router and the Plex Media Server
The WD My Cloud runs OS3 or OS5 which is completely and utterly different from the WD My Cloud HOme (MCH) that runs OS4 which is also android based. Plex.tv in house developer has a lot of problems validating the Android Plex media server for WD MCH and WDC has rejected their Plex media builds in the past for lack of functionality. Since you say you have a “western digital my cloud” if you could just go to the Plex TV media server download section, you will see what is available, the most recent version for OS5 is v 1.25.1.5286-34f965be8
