Since the last update I have this problem about 1/3 of the times I boot up my console and the PLEX app is still running.
The last page which was open is still showing, but once I click on any item the infinite spinning circle appears. I then have to force close the app, start it again and everything works perfect again.
I will add logs the next time I encounter this - just found some time to write the post 
I am having trouble reproducing this one. When I woke up my Xbox this morning I played the video that was up from last night and it worked with no issue.
Does it only happen when you are inside of a pre-play page? (The Movie/Episode page with play/resume)
Is it any video such as if you went to home and hit X on an on deck video?
For your logs, make sure you enable the Xbox server logging from the options in the Xbox One Plex App. There currently is a bug where those settings reset anytime a user is changed (So for me it happens whenever I turn on the Xbox and kinect first identifies me)

sorry for my late response.
I don´t know if it was a server upgrade or something else but now the spinning circle appears very few times. And when it appears I can wait it out for ~30 sek. and then click on “retry” and it loads up nicely.
So for now I see the matter als closed for me
