Maybe my question is too basic but still I have to ask
if I have android TV and windows server setup with limited 4Mb connection but a router that supports 300 mbps then streaming from my laptop to smart TV will consume all the internet bandwidth (4Mbps) and streaming will be limited to this speed making other internet traffic very slow or internet will be unaffected and this streaming bandwidth is adjusted on router’s overall bandwidth (300mbps). e.g., I am watching a movie and it says streaming @ 2mbps that means internet is now worth 2mpbs (total speed 4mbps).
one more thing if I setup a separate router or internet connectivity is offline for streaming will plex still work and stream local data from my laptop?
Are all those devices of yours in the same subnet inside your home network? It almost sounds like the clients fail to access the server locally and stream through a relay server of Plex instead. Some routers establish different subnets by themselves (e.g. for wired vs. wireless networks, 2.4 GHz WLAN vs. 5.0 GHz WLAN, guest network vs. main network…), sometimes this happens if you have other active network components like a WLAN access point which creates its own subnet.
Those relayed/indirect connections have a limited bandwidth. You can verify this via the server’s dashboard while streaming to your TV (-> you should see information if the stream is local, remote or indirect)
Plex usually requires a very basic internet connectivity – though that’s not used for the actual stream (there’s a dedicated thread in the tips & tricks section discussion what it’s used for and how to minimize it).

I opened WiFi performance tab from windows task manager while streaming a movie and it shows sending @20mbps but receiving @100-200 kpbs so I think it is not using my internet downloading traffic. Am I right?
My concern was that since I am sharing my internet with my flatmate I am not consuming all the internet leaving nothing for him. Because if I play a movie with highest quality it buffers repeadtly I was then worried that maybe as my connection speed is limited with data limit I am consuming all the Internet package and I took a lot of time setting up libraries and other settings on plex server and it was worrying me if that is the case about consuming internet package then maybe I wasted all my time setting it up.
