You don’t need a Plex Pass membership to use a Plex Media Server (only for certain advanced features and Remote Access isn’t one of them).

You shouldn’t need to setup remote access to be able to stream media from your servers in clients / Plex apps running on the same network / subnet

Remote access has a number of dependencies (not all of which are under your control) – sorry to say, but hitting various (random?) settings on a router is like playing lottery, you can get lucky but it’s highly unlikely.
