Laptop showing as OFFLINE using Android app

Have a music library set up on my windows laptop. I can listen to the albums using the Windows plex player. The laptop for Remote Access says " Not available outside your network". Which I assume is correct.
On my Android in the plex app I can see my laptop but it has a status of OFFLINE.
Only have one home network, both devices are on it.
Only have one account, only have one user set up

Installed windows plex player on my other laptop. Was able to play music successfully. So it doesn’t seem like a home network issues. The issue is just with the android app.

Doing this on my mobile device seems to have cleared up my issue:

Settings → Apps → Plex → Clear Cache

Ok, now this fix is no longer working for me.
I also tried clearing all the data, forcing me to log back in. Still seeing my laptop as OFFLINE
I find this exact same issue in posts over 2 years old. Why is this still a problem? Why am I being forced to pay to stream to my mobile device, if the feature doesn’t work reliability?

Can you confirm the Android device is on the same subnet?
Some routers establish separate subnets for wireless vs. wired networks or if you linked the mobile to a “guest” WLAN. In that case, Plex will consider the connection to be “remote” and fail to see the server (as you pointed out, remote access isn’t working/enabled).

As I mentioned, this has worked in the past.
Would my mobile device connect on one subnet (yesterday), and on another one (today)?
How would I check that?
All things being equal I don’t want to have to mess with my router to enable a remote port. Why should I have to? I have never had any issues with any of my multiple home networked devices in the past.

Usually you should see that on your router.

I set up port forwarding on my router for 32400 for tcp. Which I keep seeing suggested in other posts at the solution for my problem. But I still have the same issue

Any other suggestions?
