Lifetime PLEX Pass installed server side, users cannot download content

Server Version#: 1.40.3.8555 w/ Lifetime PLEX Pass
Player Version#: (I’m assuming the latest, this is for ALL my users)

I am running my server on a QNAP NAS, and my internet connection is 1G fiber, both up and down. I purchased my LTPP ages ago. I was under the impression (based on PLEX’s advertising) that the LTPP on the server side would allow my users to DL content to their mobile devices without having to have a PP on the client side. My users used to be able to download content to their mobile devices, and I hadn’t heard any complaints until yesterday. Did PLEX change the rules about this? Is it necessary to have PP on both the server side AND the client side now?

If your Plex Pass and their account predate Aug 1, 2022, then they do not need a Plex Pass. Otherwise, they need a Plex Pass.

The server was established in 2015. The PP (for the server) was purchased in Nov 2021. My users used to be able to DL content, but not anymore.
