Limited to 2 QSV transcodes - help

So my plex server was on win 7 and with an i5 4590 I was able to do 5-6 qsv hardware transcodes no problem. I finally updated to win 10 and now no matter what I can only get 2 HW transcodes and even that takes some fiddling. #1 starts just fine but #2 I have to switch to another bitrate then back to the desired rate to get it to turn qsv on. #3+ stick to software encode. Looking in the taskmanager and gpuz it is engaging the gpu for those first transcodes so it’s not just a tautulli display issue and #3 just pegs the cpu at 100% cause it’s on software for that one. I’ve tried most recent intel gpu drivers and previous version. I even cloned the OS drive and tried removing and reinstalling plex, nadda. Anyone had anything similar happen?

What type of video are you trying to transcode? 4th gen CPUs will only decode H.264. H.265 & VC1 will hit the CPU.

Turn off subtitles, if they’re enabled.

It’s all just 264 1080 no subs. I’ve tried it with probably 20 different movies. It works fine under win7 with the same files. Win10 just seems to be creating this issue and I can’t figure out why.
