My friend recently shared his Plex library with me. When attempting to watch movies from his library I am unable to reach any higher quality than 328p (seen in image), despite my quality settings being configured otherwise. Any idea the source of this issue and its remedy?
You are probably connecting via Plex Relay. If your friend does not have a Plex Pass, remote connections via Plex Relay are limited to 1 Mbps.
On your client, under the server name, does it say “direct connection unavailable” (see docs for example). If so, you are connecting via Plex Relay.
Additionly, your friend can verify by looking at the stream status in the Plex Dashboard while you are streaming from their server. If the connection shows Indirect instead of Remote, then you are connecting via Plex Relay.
If this is the case, your friend needs to review their Plex Remote Access settings to make sure it is working correctly. See Plex Remote Access and Troubleshooting Plex Remote Access documentation.
Note that in any case, the stream is limited by the uplink bandwidth from your friend’s server. Have your friend verify their uplink speed via speedtest.net or other similiar sites. This will tell you the maximum speed at which you can receive the stream. You should also verify your download speed to make sure you have a good connection.
