I have 2 smartphones.
The old one has plex installed and no limit on watch time.
And a few days ago i bought a new phone abd after installing plex, i get limited watch time and need to buy plex pass
Both of them off curse on same user
Is there a way to switch or somthing
So i can haveno limit watch time on my new phone instead if the old one?

The Plex user account is not important in this case.
But, if you are able to use the same app store and app store user account on the new device, then you should be good. https://support.plex.tv/articles/203868088-unlocking-or-activating-plex-for-android/
But how is it that i can watch on my old device without time limit and not paying for it
You must have bought the app on this device’s app store with a one-time payment.
