Reverting back to an older version worked for me as well.
Phew, I thought the stuttering was my network or the HDHomerun’s, I’ve been rebooting things, unplugging and re-plugging like mad. Now spotted this thread am about to rollback!!
I’m not updating until I get the all clear!
Do you have full logs with debug logging enabled?
If you know the issue arises in the first few minutes, you could chop the file and give us the first x minutes.

For these logs when direct streaming to the Roku, was there an issue leading to buffering and/or pixilation?
Yes, there was pixelation and stuttering during the 10-15 minutes I watched. As soon as I quit the stream, I generated the logs and uploaded them.

I am having the same issue with 1.18.0.1846. recordings pixelate and skip recording from an HD Homerun. 1906 release today has maybe made things a little better but programs are unwatchable.
I’m running on windows server 2012 R2. The files have the same issue when opened and watched on a PC so this seems to be a recording issue rather than a playback issue. Have tried playing back on Shield, android phone, web client and AFT.
I am having an issue with Live TV it would seem on my apple tv only. When i tune in a channel, the picture freezes and pixilates. My plex server dashboard says that the apple tv is buffering. I have attached a snip of what the dashboard shows. The dashboard reports that the apple tv is using 10Gbps. I know that is not possible, but should it say that? My Fire TV seems to do fine. The issues i am seeing are on Plex server version 1.18.0.1913. My tuner box is a Hauppauge Quad. As soon as i revert back to version 1.17.0.1841, everything works great. I have posted server logs, and can provide my token if needed. I installed version 1.18.0.1913 again, so that i can provide more logs or any other information if needed. I know that my apple tv will not be usable will i am running server version 1.18.0.1913, but i am willing to take one for the team in the name of getting this worked out. Please help.

We have been looking into the issue and haven’t been able to reliably reproduce internally. Would anyone be around in ~4 hours to help us debug this live? I should have a series of builds available to help us narrow down where the issue was introduced.

I believe Plex made some transcode changes to 1.18. One may consider whether PMS servers affected have NVidia GPUs. I recently added an NVidia card to my server which has been working great under V1.17. If only select users are experiencing this issue could it be based on how their PMS system is configured for transcoding? - GPU vs no GPU, Background transcoding preset, etc… Just a thought.

I’m having the same issue. Ubuntu 18.04, 2400G, HDHomerun. Library on internal HDD. Updated Tuesday night. Ever since, skipping every 5-40 seconds. Recordings viewed in VLC has same problems. Recordings from before the upgrade seem to play fine. PMS - only plays to itself, no streaming devices. Happy to provide logs etc if needed, but I’m heading to work and unavailable until evening.

I have tried the windows one and it is showing similar pixelation and skipping. The Audio seems a bit more consistent but it is still dropping out when it skips forward a second or so.
