Having the same issue here. I’m running PMS on a Windows 10 PC. I have a HDHomerun Prime setup and I’m direct streaming to a TCL 6 Series Roku TV, as well as an Nvidia Shield on another TV. Both are experiencing the stuttering issue making it unwatchable. Meanwhile, the official HDHomerun App works perfectly on both setups. I hope this gets sorted out quick! I was just about to send FiOS back all their cable boxes and go strictly Plex…but it just can’t be trusted to be work all the time unfortunately.

Can you confirm this is occuring during recording (file creation). That should eliminate any playback platform dependency.
@Freemgl does it also occur during direct play of live TV, or only when the live tv needs to be transcoded for the client?
In my case, the recorded file itself was corrupted. If I played it using Windows player the issue existed. I know the Transcoder is used during the recording process. Somehow frames are getting skipped. This is conjecture.
Sorry, I did not really answer. It happened both direct play of recorded and during live and if file had to be transcoded.
In my case, the problem was in Live TV.

This may not be of any help at this point but for what it’s worth, same problem on WD Nas.
Probelm is on both live TV and playback, including when playing back .ts files in another player.
I’ve currently reverted to 1.17.0.1709 which seems fine.
The 1940 seems to be working for me.
Was having the same problem with live and recorded TV on my Ubuntu 19.04 server.
Installing the build below appears to have resolved all the playback issues on both my SheildTV and in web browser.

I have had the same issue, reverting to version 1.17.0.1841 fixed it for me, Windows OS, using a HDHomeRun EXTEND with current firmware. I didn’t have any later versions to try.
Since the Music Library is different between the 1.17 and 1.18 versions, do I need to restore a backup of the database directory?

I’m having the same issue and am glad to hear this Plex family may have figured out the issue. Now, any idea when a public build fix will be released?
